What is BiscayTIK?

The BiscayTIK project, developed by the Provincial Council of Biscay, was born in 2008 with the aim of increasing the quality of life of the inhabitants of Biscay through the use of New Technologies.


What requirements must my app have to be submitted?

Any app that meets the following conditions can take part in the contest:       

  • The app must relate to the proposed categories.
  • The promoters of the app must be of over 18 years of age.
  • Have no administrative or penal fines for sex discrimination.
Which are the topics of the contest?

– Silver economy.
– Data Intelligence.
– Energy.
– Advanced manufacturing.

What conditions should I meet to apply?

Promoters must meet the following conditions:

  • Have a registered legal and tax address in the Historical Territory of Biscay at the moment of receiving the services associated to the prize.

  • Be up to date with tax obligations, with the Social Security and with the reimbursement of funding.

  • Have no administrative or penal fines for sex discrimination.

If any of these conditions are not fulfilled at the moment of submitting the entry to the contest, they shall be repaired before the formal reception of the prize. If that is not the case, the prize may be taken away or given to another candidate app.

Can I participate individually or must I be in a team?

You can apply as an individual or as a team (also as a startup).

What is the prize?

The winners in each category will receive the following prizes:

  • Silver Economy: €2,000 

  • Data Intelligence: €2,000 

  • Energy: €2,000 

  • Advanced Manufacturing: €2,000 

All of the candidates that are finalists will receive an accrediting diploma certifying that they have reached the final.

The winner of the BiscayApp prize will receive €10,000 and subsequent support to launch the project. This support will be granted by BEAZ, SEED CAPITAL, and the BiscayTIK Foundation.

Should I have a concrete nationality to participate?

No, but the promoters must have a registered legal and tax address in the Historical Territory of Biscay at the time of receiving the services associated to the prize.

What will the jury value?

The jury will award the app that offers the greatest potential for generating an innovative and sustainable business model.

In the preliminary stage, each of the category will have its own jury, formed by experts in each one of the different areas, that will decide who the finalists will be.

The final gala will have a unique expert jury that will be in charge of choosing the winners for each category during the gala ceremony from among those presented, as well as of selecting the winner of the BiscayApp award. For this award, the jury may rely on external advisors, all experts in supporting the launching and financing of innovative projects.

The jury will appreciate general criteria: design, usability, user-friendliness, functionality, socio-economic viability of the business project, marketing possibilities and level of innovation compared to other similar products, as well as the innovative characteristic of the proposal.

The organization reserves its right to discard and exclude from the contest any participant that:

  • Does not comply with the rules or terms and conditions of the contest.

  • Undermines moral and public order rights.

  • Has made an abuse or violation of the contest or has given false information.

Does participating in the contest involve any kind of legal change in the property or rights of the app?

No, participating in BiscayApp does not imply transfer of any participation or social right of Startup.

Which are the contest stages?

The contest will have the following stages:


During this stage the teams/individuals must apply by filling the form available at this site.

It will start on October 2, 2017 and will finish on June 30, 2018.


The two finalists for each category will be announced in October. This election will be made by a specialist jury.


In the final gala, which will take place in November, finalists will present their app to the jury, indicating their possibilities, sectors to which it is addressed, contribution to society, possible business model, etc.

They will also be able to submit an explanatory dossier about the app, milestones achieved, business model, growth potential and action plan for launching future company activities that the jury will consider to reach a verdict.

Which dates should I take into account?

Nominations of candidates

October 2, 2017 to June 30, 2018.

Announcement of finalists for each category

In October 2018.

Final Gala Ceremony

In November 2018.

Can I go to the final gala even if I do not participate?

Yes, you can. The final gala will be open to the public.
